I am just finishing my thesis and looking for a quick method to provide an index. On the face of it, it seemed simple but the more Iooked at it the more complex it became. Does anyone know of an FM template which can do the job?
It is complex in FM. Not sure what the final format is, but Word and Acrobat CC are great tools.
I would check out LaTex. I haven't used it personally but many people that I know have used it.

I'm presuming an index with keywords and page references? I used a Verity Search on individual pages (PDFs) from my book and supplied the keywords to index. This was in ColdFusion. It was very nicely done.
So I suppose it may also depend upon the format you need to search/index. Word (if the document is in Word) would work well. I had many images that the publisher cropped and edited. So my "document" was a PDF back from them. I had to create the index after-the-fact and not from where I created the document for them to edit.
There's a lot to be said for manual indexing. See https://www.illuminationsmedia.co.uk/indexes-writing-about/
